Field Dimensions

1. Field Length--45 yards long or 30 yards for minor division only.
2. Field Width--160 feet (60 feet to hash mark, 40 feet between)
3. End Zone--10 yards deep

 

 

Starting the Game

1. A central time keeper will be designated. All games will begin and end on this persons instructions. He will also announce the time remaining at the 10, 5, and 2 minute mark


2. Visitors (tbd before kickoff), will always align their team on the right sideline facing the end
zone, home will always align their team on the left sideline facing the end
zone.


3. Ball is always placed on the right hashmark when at the 45 yard line.


4. Referee will announce score before each offensive possession begins.

 

Moving the Ball

1. No kicking/punting.


2. Field is marked at 15 yard intervals with cones or yard markers. (3 first downs without a penalty would result in a touchdown)

*Major Division will have 4 downs at each interval.

*Minor Division will have 4 downs at each interval and will have 10 yard intervals instead of 15.


3. Possession always begins at the 45 yard line (30 yard line for Minor Div.)at the right hash. No penalty will be
assessed in excess of the 45/30 yd. line. Loss of down will be assessed instead.
4. Offenses always move in the same direction


5. No player may run with the ball, all passess must be forward with at least a 3 yard distance between qb and reveiver.
(A pass caught behind the line of scrimmage must be a forward pass) once a forward
pass has been thrown, a backward pass (lateral) is allowed. The 4 or 6
second count is still in effect if the forward pass is caught behind the
line of scrimmage.

 

Other Rules

1. No blocking.


2. MOUTH PIECES: Mouth pieces are required


3. Each team will use its own ball during offensive possessions.
Ball size: minor- k2 size ball, major- tdj, jh- jh size ball, high school divisions and open will use high school size ball.

 

4. Standard offensive formations must be used to simulate contact football situations. The following formation rules apply:

a. There must be 3 players on the line of scrimmage. The center must not have anyone within 4 yards of his spot.

b. Any player on the line of scrimmage that is "covered" by another player on the line of scrimmage is ineligable to recieve a pass. Example: TE is aligned 4 yards from the center on the line of scrimmage; a WR is aligned on the line of scrimmage between the TE and the sideline. The TE is ineligable to receive a pass by the formation because the WR is "covering" the TE. In order to be eligable the WR needs to be off the line of scrimmage.

c. A maximum of 3 players can be on one side of the center on the initial alignment. A team can motion where there becomes more than 3 players on one side of the center.

d. Only one man is allowed to be in motion.

e. The QB can be aligned under center or in the shotgun formation.


5. Responsibility to avoid contact is with the defense. There will be NO chucking, or
deliberate bumping or grabbing. These actions will result in a "tack on" penalty at the end
of the play (5-yard penalty).

 

6. Receiver/Ball carrier is legally down when touched below the neck with one or both hands.
(Excessive force by shoving, pushing, or striking a blow will be penalized by automatic
first down and 5 yards. Expulsion of a player(s) if ruled unsportsmanlike & flagrant).


7. Fumbles and interceptions are dead balls at the spot with the last team retaining possession. A muffed snap is not a fumble/dead ball. The 4.0 second count remains in affect on snaps.


8. Each team will have 25 seconds to snap the ball once it has been marked ready for play; delay
of game penalty will be loss of down plus 5 yards. Minor, major, and junior high teams will have 35 seconds to snap once the ball has been marked for play. The same penalty applies.


9. The QB is allowed 4.0 seconds or 6.0 seconds to throw the ball depending on the division. The minor, major, and junior high divisions will get 6.0 seconds.  All other divisions will get 4.0 seconds. The official timekeeper starts a stopwatch on the snap of the ball from center and stops the watch as soon as the QB releases the ball.
a. If release is under 4.0/6.0seconds, the play goes on.
b. If the timekeeper sees that the clock has exceeded 4.0/6.0 seconds, he waits until the play is over (theplay is not blown dead), then brings the ball back to the original line of scrimmage with loss of down. (The timekeeper will be an official or coach from a team that is not playing)


10. Defensive Pass Interference will be a spot foul (1st down at the spot).


11. Offensive pass interference is the same as NCAA rules. (15 YARD PENALTY) If the offensive team is between the 45 and 30 yard cones, and a 15 yard penalty can’t be administered, then the penalty will result in loss of down.


12. Offensive team is responsible for retrieving and returning the ball to the previous spot or the new scrimmage spot. Clock does not stop and any delay by offense in retrieving and returning
the ball TO THE REFEREE will result in a delay of game and will be a 5 yard penalty from the
succeeding spot.


13. The offensive center is not an eligible receiver (teams must have a center).  The ball can be snapped between the legs of the center or tossed underhand to the QB.


14. The center will be responsible for setting or re-positioning the Referee’s bean bag at the line
of scrimmage. On change of possession, the team moving to offense will ensure the bean
bag gets to the new scrimmage line. (centers on both teams responsible).

 

15. On offense, running "pick" routes or routes designed to create physical contact with a coverage defender and a sacrificed receiver to help to get another receiver open are not allowed.


16. No taunting or “trash talking”. (5 yard penalty & expulsion if flagrant).


17. The offense must gain at least 15 yards in the first 3 or less plays or the defense takes over.
(There is no kicking). Four down territory occurs only after offense proceeds to or inside the 15
yard line cone (third quadrant).


18. Fighting: the player(s) involved will be ejected from the game .


19. Two delay of game penalties in the same possession results in a turnover. The defensive team
will then put the ball in play on the 45 yard line.


20. Any dead ball foul on a play that results in the defense getting the ball and it is unable to be
penalized back to the 50 yard line will result in a loss of down penalty. The defense, now the
offense, would be starting play with 2nd down.

 

21. A team removed from any game for fighting will not be allowed to
participate in the league for the remainder of that particular year.

 

Scoring

6 points for TD, 1 point for PAT from 5 yard line, 2 point PAT from 10 yard line
(interception on PAT is 2 pts. for the defense). Interceptions are 2pts.Official score is kept by field referee and game manager

 

Breaking Ties

After coin flip to determine first possession, teams will alternate 4 down series from the
15 yard line. A winner is determined when one team scores during its possession and the other does not. If a second overtime period is necessary, each team must then go for two points on the conversion attempts.

 

Time

1. 20 minute halves (continuous clock for each half--see: “starting the game”).


2. No time outs. (EXCEPTION: Injuries. Both games on the Field will halt until player(s) can be
be removed as soon as safety dictates).


3. 10 minute half-time/10 minutes between games.


4. Because of the amount of games, all games start/end at the same time. If a team(s) are late and can not start when the game officially starts, they will begin play with whatever time is left on the clock. (Not to exceed 10 minutes of 1st half. Forfeit will occur after 10 minutes of the 1st half) IT IS IMPERATIVE TO KEEP TO THE TIME SCHEDULE. Teams must be on site and ready to play when scheduled. Injury time outs may reduce the amount of time beween halves and/or length of game.
